First Fleet is the largest and most powerful of the Navy's formations. It is responsible for all naval operations in and around the ROD Home Island, and for the entire Pacific Ocean. It is not uncommon for ships or aircraft from First Fleet to be temporary assigned to other fleets or other areas of responsibility. First Fleet headquarters is Naval Station Saint Catherine (NSSC). First Fleet is also responsible for Naval Station Mexico (NSMEX) adjacent to the port in Ensenada, which is Task Force Baja's home port.
