The Fleet Expeditionary Force (FEF) is responsible for military sealift operations, as well as military prepositioned ships. It maintains its own ships for this purpose, but it is also the organization that will contract with civilian shipping lines when additional sealift capacity is required. FEF headquarters is Naval Station Saint Catherine.
